Mr. Herbst has over 35 years of experience encompassing a wide range of work in the technical, financial and legal aspects of environmental projects,
facilities and project development. Special focus and expertise in the collaborative delivery approaches – design-build (DB), design-build-operate
(DBO), construction management at risk (CMAR).

Doug has a wealth of experience from both the public and private perspectives. As a municipal advisor, he has advised many state and local
governments on the various aspects of collaborative delivery projects. He has also developed, structured and negotiated numerous collaborative
delivery transactions from the practitioner side. More recently, he has been the owner’s advisor on over $1.7 billion of horizontal and vertical
infrastructure using CMAR, DB and DBO. He also been involved in many aspects of project execution during design and construction.

He is a past President of the Southwest Region of the Design Build Institute of America (DBIA) and current Board member.
He currently is the Chairman DBIA Certification Board.
